EHP’s cloud based Connect process improvement solution leads to improved management of risks and impact posed by large industrial activity.
The Queensland Government Department of Environment and Heritage Protection (EHP) has been named the winner in the Process Excellence Awards for 2016. The PEX Excellence Awards are a globally recognised, annual industry awards ceremony, which honours and celebrates process excellence and service delivery teams who have exceeded industry standards.
Working as partners in the Department’s transformation journey, business transformation specialists Procensol, business and technology advisors Business Aspect and modern business process management solutions provider Appian brought about a solution internally – Connect – that has positioned EHP as a best practice leader nationally.
EHP’s Connect project was named the winner in the category Best Improvement Project Award 2016. Connect is a process-driven online digital platform that will provide a proactive online environment for engagement with customers and partners. The first of its kind to be developed in the Asia Pacific Region using the Appian solution, Connect includes 54 business processes that will be available as part of an online cloud based solution.
A fundamental component of the Connect solution has been the development of a mobile application with offline capability called CaRE (Compliance and Risk Evaluation) for which Procensol was the lead implementation partner. The CaRE app allows EHP management to schedule compliance and assessment work and their staff to then perform this work through automated workflow, both in the office and in the field. The app provides enhanced access to data and reporting which assists the Department to articulate the work that it does in protecting Queensland’s unique environment and achieving ecologically sustainable development.
Senior leadership buy-in was established early on in the project through the identification of the need for transformation within the Department.It was acknowledged by the executive team that limited information was available for the public or industry that demonstrated EHP’s performance in meeting its key responsibilities and priorities.
The project team operated in an agile environment meaning that the system solution was to be delivered over time starting with base model functionality and only expanding on the design where the benefit outweighed the cost of the development.
Successful process improvement strategies were achieved in areas such as:
- Environmental Assessments
- Online permit application process
- Online customer accessible information update system
- Online lodgement and reporting of Waste Transport Certificates & Wildlife Movement Advices
Connect has resulted in the development of innovative business process design that streamlines the way the Department undertakes its regulatory duties, and qualitative benefits for staff and customers include:
- Automated workflow and process tracking
- Transition from manual processes to online tools
- More detailed and accurate reporting outcomes through dashboard reporting
- Ability to perform core business functions via mobile devices in the field
- Improved customer service and improved access to EHP services
- A standard process that is the same – every time
It was acknowledged by the executive team as being exceptionally important to be able to measure and communicate EHP’s performance.This builds trust and confidence with relevant community and stakeholder groups that the Government is managing the risks and impacts posed by large industrial activity and processes to the Queensland environment – an outcome Procensol and the project team are proud to be a part of.
